Federal search of criminals and missing persons.
The federal search is declared by law enforcement bodies in the event that the measures taken by local search are exhausted, and the goals of these measures are not reached.
Federal search for criminals impliesa whole complex of actions of a different nature, namely, the internal affairs agencies conduct operational search, information, reference, and operational work, the purpose of which is to find the person being sought. In operation, the authorities use any information from the address bureau, the alarm system of all information centers of the Internal Affairs Directorate, the Ministry of Internal Affairs, and all regions that are part of the Russian Federation.
There is a category of persons who are announced immediately in the Federal Search of Russia, as soon as a procedural decision is adopted that permits the production of a search. Such persons include:
- Persons accused of committing grave and especially serious crimes;
- armed criminals;
- criminals who escaped from places of deprivation of liberty;
- criminals who escaped from custody;
- persons who have been found to have a substance that can harm people's health and life.
Persons who have disappeared without a trace along with the car are declared on the federal wanted list through the establishment of a search case, which is accompanied by a ciphertext.
Detailed information on persons declaredimmediately to the federal wanted list, urgently transmitted by the information centers of the Internal Affairs Directorate or the Ministry of Internal Affairs by means of encrypted communication channels to the Main Information Center under the Ministry of Internal Affairs of Russia, immediately followed by a decision to declare a person on the federal wanted list.
Further, the VD bodies of the 8th GU of the MOI of Russia transmitinformation on the announcement in the federal wanted list in the direction of their head. Information about the federal search for certain persons from the Main Information Office is transmitted in encrypted form to all police departments and the Ministry of Internal Affairs of the regions through electronic means of communication. Further all the information received is placed in the files of address bureaus and information centers.
The federal search is also provided for persons missing if the local search did not bring satisfactory results within 3 months from the day when the necessary measures begin.
If, in the opinion of the head of the Internal Affairs Directorate, there are all grounds for considering local measures to be exhausted before the expiry of the deadline, the decision to declare a federal search can be made ahead of schedule.
To declare a person on federal wanted list is possible inAccording to the decision of the ATS, conducting a local search. At the same time, the ATS officer fills the PKI (information retrieval map), which indicates all available information regarding the relationship of the person sought and places where there is a high probability of its appearance. In case of receipt of additional information, the employee introduces corrections into the PKI.
On the breadth of such a problem as the search for people,say the statistics. According to 2009, more than 345,000 people were declared on the federal wanted list, of which 65,000 were missing, about 25,000 were considered as persons who lost contact with relatives, the rest are deserters, criminals, patients who escaped from psychiatric hospitals, persons wanted by Interpol, malicious non-paying alimony.
To the missing, as a rule,who went to study, to work, who went to rest or to other regions for work, and who did not return for a long time. According to the police themselves, based on the data of the search practices, about 80% of people in this category are likely to be no longer alive. In some cases, you can only find their remains.
In the federal search for the same statisticalthere were about 44,000 males and about 33,000 females. Half of the total number of wanted persons are criminal criminals, about 4 thousand of whom committed murder, 185 people - dangerous recidivists, accused of committing particularly serious crimes.
