Legally and unnoticed. But mostly - this is a bluff. When you are on a social network or on Skype or somewhere else they say that they don't calculate you by ip. Your ip knows only social. nets and when no pimply schoolboy will not give it away. If a detractor throws you a link - do not go, there are systems that will send your ip to him as soon as you enter the link!
This is exactly the problem, they threw me a link and I went over it, and they threatened me, they said that they knew the address and told me about the police, because I figured them out (I recognized the address) on a free base data. I really can fly into the police under the article, it turns out, right?
